修复TUI侧边栏和登录功能

- 修复登录逻辑判断错误，确保正确显示登录页面

- 修复登录成功后不关闭登录界面的问题

- 修复配置区域只显示标题栏的问题

- 添加TUI服务开关，对齐Web设置页面功能

- 完善后端配置处理，支持enable_web/enable_tui/web_port

- 添加登录界面和管理员区域的CSS样式

- 修复Checkbox导入问题

- 优化管理员权限显示逻辑
